By using sophisticated transducers and software it's possible to detect abnormal antenna and transmission line conditions long before major damage can occur. Using these tools along with drone based Thermal Imaging, Paul will discuss current state of the art techniques for detecting line and antenna problems before they become costly.

Mr. Shulins has been in Radio and TV engineering for 4 decades, and recently started his consulting practice called Shulins' Solutions specializing in RF monitoring and protection systems for low and high power TV and FM broadcasters.

The SBE Chapter 24 meeting was called to order by Matt Mommaerts at 07:00pm on July 28th, 2022 via Zoom.

Approval of Minutes
Leonard Charles made a motion to approve the secretary meeting minutes from 05/26/2022, seconded by Matt Mommaerts and approved as submitted.

Treasurer's Report
Mike Norton reports there were no sustaining membership funds received in June or July. With no other transactions, the checking account balance is [in the black].

The SBE National office has sent a Chapter Rebate check for 2021, in the amount of $548.25. (Chapter 24 held more than five meetings--then submitted meeting minutes and attendance lists--which makes it eligible for the rebate program.)

In past years the check has been returned to the SBE National office to be donated to the Ennes Educational Foundation Trust. This rebate check can either be deposited in the Chapter checking account, or possibly a vote could be taken at the meeting to decide if some/all of the amount should be returned/donated.

Russ Awe made a motion to return the check to the SBE National Office to be donated to the Ennes Educational Foundation Trust, seconded by Leonard Charles and approved by the membership.

Sustaining Member Chair Report
Mike Travis reports we have no renewals. We remain at 11 sustaining members.

Membership Report
Leonard Charles reports he received a new chapter roster from SBE National and we have 44 members assigned to our chapter. Last year we had 50 members.

Chapter Newsletter Report
Leonard Charles reports the deadline for articles for the August eNews letter is Monday August 1st at 5pm. Please forward any article of interest to Chapter members to Lcharles@sbe.org. If you send an article expect a reply of acknowledgement within a day or so. If you don't get one you should follow up to make sure your article was received..

SBE National Report
Leonard Charles reports the annual election of officers and half of the directors for the National SBE board of directors is running now through August 17th. There will be one candidate for each officer position and seven candidates for the six available officer seats. If you didn't get your email link for the electronic election ballot please check your spam filter. SBE National reports there have been a few caught in the spam filter. They were sent out July 15th so please check your spam filters.

The results from the annual SBE compensation survey of the broadcast engineering community are now available via the SBE bookstore at SBE.ORG. The survey is free for SBE members but you must have an account on SBE.ORG.

The SBE national meeting will be held in conjunction with SBE 22 Broadcast & Technology Expo to be held September 28th and 29th in Liverpool, New York. The event is hosted by SBE Chapter 22 in central New York. The SBE National awards reception, dinner and meeting will be held at the expo. You can register at sbe22.org/2022-expo/.

The SBE Wisconsin chapters and Wisconsin Broadcasters Association have won the best educational event for Wisconsin Broadcasters Clinic from October of 2021. We have many people from our chapter involved with that committee. Congratulations to everyone involved with that conference!

Certification and Education Report
Jim Hermanson thanks Vicki Way Kipp and Leonard Charles for proctoring exams last month. Congratulations to Vicki Way Kipp for earning her CPBE (Certified Professional Broadcast Engineer). Congratulations to Derek Murphy, of Fitchburg, for his CBT recertification (Certified Broadcast Technologist). The next exams for 2022 are November 4th - 14th. The deadline to apply is September 9th. On August 9th at 1pm we have "2022 CBNT & CBNE Study Topics Module 8". On August 25th at 1pm we have "Audio Streaming for Broadcasters: Fundamental Techniques and Technologies".

Frequency Coordination Report
Thomas Smith reports there have not been any frequency coordination requests.

Program Committee Report
Matt Mommaerts reports that our September program is tentatively planned for "HEVC over ATSC 1.0" by Anton Kabela. We hope to have some in-person meetings soon.

Vicki Way Kipp wants to thank Thomas Smith for reporting on the Wisconsin TV auctions in the previous newsletter.

Amateur Radio at EAA AirVenture
Member-volunteers from the American Radio Relay League (ARRL) ensured amateur radio was well-represented at the annual EAA AirVenture in Oshkosh, Wisconsin, July 25-31. More than 10,000 aircraft and a half-million flight enthusiasts make Wittman Regional Airport the busiest airfield in the world during AirVenture. ARRL has participated at AirVenture since 2018, supporting an exhibit that encourages pilots and aviation enthusiasts to discover radio communications and radio technology through ham radio. According to ARRL Director of Public Relations and Innovation Bob Inderbitzen, NQ1R, "There's a kinship among the aviation and amateur radio communities...In addition to introducing newcomers to ham radio, we expect to meet hundreds of ham-pilots at AirVenture. This is a great opportunity to show off ham radio at such a large-scale event."

At KidVenture, a highlight for children attending AirVenture, kids can build and take home a radio receiver to listen to air traffic and other nearby transmissions from approximately 65-140 MHz. (See ARRL's Introduction to Radio Receiver Kit, https://home.arrl.org/action/Store/Product-Details/productId/133264). "It's great fun to see children at AirVenture walking around with the radio kits they've built and tuning in to the busy Air Traffic Control Tower throughout the event," said Inderbitzen. "Radio communications is a key part of learning about avionics. ARRL is grateful to EAA AirVenture for sponsoring the activity, which promises to introduce a lot of young people to radio."


Kidventure Radio Kit

Members of the Fox Cities Amateur Radio Club operated station W9ZL at KidVenture, and the EAA Warbirds of America Board of Directors operated special event station W9W from AirVenture.


FCC Legacy CORES System Retired
The Federal Communications Commission retired the legacy version of its COmmission REgistration System (CORES) on July 15. CORES is the FCC's public-facing database that enables and tracks certain types of FCC and FCC applicant actions, including amateur radio applications and licenses. Its implementation has enabled routine amateur applications and licenses to be issued overnight instead of over weeks, as was the case with earlier methods. ARRL has advised the amateur radio community to transition to the updated version of CORES (https://apps.fcc.gov/cores/userLogin.do) as soon as possible.

The SBE Wisconsin chapters and the Wisconsin Broadcasters Association have won the Best Educational Event for the Wisconsin Broadcasters Clinic held in October 2021. Congratulations to everyone involved with that conference.


Emergency Alert System Vulnerability

IPAWS recently became aware of certain vulnerabilities in EAS encoder/decoder devices that, if not updated to most recent software versions, could allow an actor to issue EAS alerts over the host infrastructure (TV, radio, cable network).

This exploit was successfully demonstrated by Ken Pyle, a security researcher at CYBIR.com, and may be presented as a proof of concept at the upcoming DEFCON 2022 conference in Las Vegas, August 11-14.

In short, the vulnerability is public knowledge and will be demonstrated to a large audience in the coming weeks.

FEMA strongly encourages EAS participants to ensure that: 1. EAS devices and supporting systems are up to date with the most recent software versions and security patches;
2. EAS devices are protected by a firewall;
3. EAS devices and supporting systems are monitored and audit logs are regularly reviewed looking for unauthorized access.

National SBE Elections

The annual election of officers and half of the directors for the national SBE Board of Directors is running now through August 17. Survey Results Available

Results of the annual SBE Compensation Survey of the broadcast engineering community are available now via the SBE Bookstore on the SBE.org web site. They are free to any SBE member. All you'll need is your membership username and password.


National Meeting

The SBE National Meeting will be held in conjunction with the SBE22 Broadcast & Technology Expo, to be held Sept. 28 and 29 in Liverpool, NY. The event is hosted by SBE Chapter 22 Central New York. Surely, you will learn, the information will help you in your work, and will help you pass these exams to become certified.

SBE Chapter 24 Certification Exam Reimbursement
Each year, account balance permitting, Chapter 24 will reimburse half the application fee to any member of Chapter 24 in good standing who successfully obtains any SBE certification level not previously held by that member. Contact the SBE Chapter 24 chairperson or certification chairperson for more information.

When you are ready to take an SBE exam, note the open exam schedule, complete the appropriate application (found here... http://www.sbe.org/applications) and send it directly to the SBE National office (see address below) with the respective fee. You will be notified once your application is approved. Approximately 3 weeks before the exam time, your local certification chairman will receive a list of applicants and exams in his/her area and arrange for a proctor. He/she will then contact applicants to schedule a mutually agreeable date, time, and place for the exam(s) within the respective exam date window. This must be coordinated before the exam will be sent by SBE National. Completed exam(s) will be mailed back to SBE National for grading. Pass/fail results will be mailed directly to the applicants.

The majority of SBE certifications are open book and access to the Internet is allowed to give a more "real world" situation.

To apply for a specialist certification, an individual must currently hold certification on the Broadcast Engineer, Senior Broadcast Engineer, Professional Broadcast Engineer or Broadcast Networking Engineer Certification level. Exams must be completed within three hours and consist of 50 multiple-choice questions (two points each) and one essay question (20 points maximum). Examinees are provided one essay question to answer. Exams are pass/fail, and a score of 84 is a passing grade.

Audio Streaming for Broadcasters: Fundamental Techniques and Technologies

These days, streaming audio is everywhere, and the importance of streaming continues to grow for broadcasters across the globe. Simply having an audio stream isn't enough - though it's a start if you're not already streaming now. Broadcast streaming audio has become such an important facet of many radio stations' offerings that it's making up a larger portion of broadcast revenues every year.

Because this essential technology continues to proliferate, there's a lot to know - even for those who have been streaming for several years. Kirk Harnack, presenter for this webinar about audio streaming, notes that for those stations that are not yet streaming, right now is the perfect time to start. "It's never been easier to get high quality audio out of your automation system or intercept the audio that is otherwise bound for your station's on-air processor, and feed that audio into a PC running streaming software, or a hardware appliance dedicated to streaming audio."
