Officer Nominations Remains Open

The Nominations process for the 2022 Chapter 24 Officers Election continues. Any Chapter member in good standing may volunteer to run for one of four Officer positions; Chair, Vice Chair, Secretary, or Treasurer. Any member in good standing can nominate another member in good standing but the nominee must be aware of the nomination and agree to run. Officer duties are described in Article V of our By Laws as published on the web site.

The continued success of our Chapter depends entirely on the participation of our members. This year all of our current officers are eligible for re-election of their same office. The current officers have all agreed to run for re-election. Thanks to Matt Mommaerts, Russ Awe, Mike Travis and Mike Norton for giving the Chapter another year of their time and talents.

In case you'd like to toss your pocket protector into the ring, nominations will remain open until the end of the Chapter's March 24th monthly meeting. The election will be held from April 1st until the close of the Chapter's April 27th meeting. On line voting is preferred but if needed a paper ballot will be available for download from the Chapter web site. Election results will be announced ahead of the Chapter's May 26th meeting. Officer transition will take place at that meeting.

Leonard Charles and Kevin Ruppert are serving on this year's Nominations Committee. Please contact either of them with your nomination.

The SBE Chapter 24 meeting was called to order by Matt Mommaerts at 07:00pm on February 23rd, 2022 via Zoom.

Approval of Minutes
Leonard Charles made a motion to approve the secretary meeting minutes from 01/27/2022, seconded by Russ Awe and approved as submitted.

Treasurer's Report
There was one sustaining membership check received in February, from Sound Devices. After that deposit the Chapter 24 checking account balance is [in the black].

Chapter Newsletter Report
The deadline for articles for the March eNews letter is Tuesday March 1st at 5pm. Please forward any article of interest to Chapter members to Lcharles@sbe.org. If you send an article a reply of acknowledgement is attempted. If you don't get one you should follow up to make sure your article was received.

Membership Report
Leonard Charles reports that one new member, Michael Engel, WISC TV has joined SBE 24. Our membership total is at 49.

SBE National News
It's time to renew your SBE membership. Traditional membership is $85. If you upgrade to the SBE MemberPlus level for $175 you get unlimited access to all Webinars by SBE at no additional cost. Student membership stays at $25. Student and Life Members may add the MemberPlus option for $90. You can renew by returning your renewal form or online at SBE.ORG by April 1st.

The 2022 membership drive starts March 1st and is themed "Expand Your Network: Join the SBE". The next SBE Ennes Workshop is planned for March 2nd and 3rd at the Michigan Association of Broadcasters Great Lakes Media Show.

The 2022 SBE Leadership Development Course will be August 3-5 in Atlanta, GA. Dr. Frank Pianki will conduct the course. Check SBE.ORG for more info.

Nominations Committee Report
Leonard Charles reports the Nominations Committee has a full slate of candidates for this year's Officers election. All four Officers were eligible for re-election to another term and all of them agreed to run for re-election. Thank you to Matt Mommaerts, Russ Awe, Mike Travis and Mike Norton for agreeing to give us their time and talent for another year.

The Nominations process continues so if you are a member in good standing and you'd like to run, or nominate someone with their knowledge, contact Kevin Ruppert or Leonard Charles who make up the 2022 Nominations Committee.

Nominations are open until our March 24th meeting. The election will be held electronically April 1st through our April 27th meeting. If you prefer there will be a paper ballot available for download from our website. The changeover to new officers happens at our May 26th Chapter meeting.

Dave Black
Oct. 24, 1955 - Feb. 13, 2022

Dave Black inspired generations of students as general manager of UW-Madison's student radio station WSUM 91.7. Dave passed away at the age of 66. Dave joined the station in 1993 as a graduate student shortly after the original student station shut down. Due in part to Dave's dedication and intensity through a challenging process the station reappeared on the air in 2002 and remains in operation today. Many can remember the political battles that were overcome to erect the station's tower in rural Dane County. Since then multitudes of student staff and operators learned and flourished under Dave's role of the station's General Manager, his goal was simply to teach. Over the years many alumni stayed involved part time, all close friends of Dave. WSUM Remembers

SBE Fellow Nominations by March 15

The SBE membership grade of Fellow is the highest level, awarded only to those nominated by members and elected by the board of directors. Nominations of worthy members is now open until March 15th. The board considers nominations for SBE Fellow in the spring each year at its meeting held during the NAB Show. Nominations are submitted to the chairman of the SBE Fellowship Committee, Troy Pennington. The nomination process is conducted in confidence. Nominees should not be made aware that they have been nominated.

Amateur Radio in Ukraine Ordered Off the Air in State of Emergency
A state of emergency was declared in Ukraine just prior to the Russian military invasion. Among other things, the February 24 decree from President Volodymyr Zelensky will remain in effect at least for 30 days and may be extended. As published on the website of the Verkhovna Rada, Ukraine's unicameral legislative body, the state of emergency includes regulation of TV and radio activities and "a ban on the operation amateur radio transmitters for personal and collective use."

International Amateur Radio Union Secretary Mats Espling, SM6EAN, said. "IARU Region 1 continues to monitor the development and expect all radio amateurs to follow their national laws and regulations." The HF (High Frequency) Committee of Germany's Deutscher Amateur-Radio-Club issued this statement on February 27: "Any radio amateur currently transmitting from Ukraine is risking his or her life. If you hear a Ukrainian station, do not broadcast its call sign, location, or frequency?-?whether on the band, in a cluster or on social media. You may be putting lives at risk."


Three SpaceX Crew-4 Crew Members Hold Ham Licenses
Three of the four crew members in the SpaceX Crew-4 launch to the International Space Station (ISS) are amateur radio licensees. They are Robert Hines, KI5RQT; Kjell Lindgren, KO5MOS; and Samantha Cristoforetti, IZ0UDF. Lindgren and Cristoforetti have served previously on the ISS. Crew-4 is set to launch on April 15 for a 6-month stay. Crew-4 will be the fourth crew rotation mission of SpaceX's human space transportation system and its fifth flight with astronauts.


Dayton Hamvention Looks to Be a Go for 2022
Hams and vendors hoping to attend Dayton Hamvention 2022 have been asking what, if any, COVID-19 regulations will be in place at the event. Hamvention management says it's monitoring the situation closely. Hamvention General Chairman Rick Allnutt, WS8G, issued a statement:

"We strongly anticipate that Hamvention 2022 is a go. We cannot guarantee what government may decide about unknown changes in the pandemic. It has become obvious that the State of Ohio is very unlikely to call a halt to large gatherings anytime soon. Despite a recent large spike in [Omicron-variant] COVID cases and hospitalizations, there is no move to restrict large indoor or outdoor events such as sports events," Allnutt said.

Hamvention, which has been one of the largest annual gatherings of amateur radio operators, is scheduled for May 20 - 22, at the Greene County Fairgrounds and Expo Center in Xenia, Ohio.

Each year, account balance permitting, Chapter 24 will reimburse half the application fee to any member of Chapter 24 in good standing who successfully obtains any SBE certification level not previously held by that member. Contact the SBE Chapter 24 chairperson or certification chairperson for more information.

When you are ready to take an SBE exam, note the open exam schedule, complete the appropriate application (found here... http://www.sbe.org/applications) and send it directly to the SBE National office (see address below) with the respective fee. You will be notified once your application is approved. Approximately 3 weeks before the exam time, your local certification chairman will receive a list of applicants and exams in his/her area and arrange for a proctor. He/she will then contact applicants to schedule a mutually agreeable date, time, and place for the exam(s) within the respective exam date window. This must be coordinated before the exam will be sent by SBE National. Completed exam(s) will be mailed back to SBE National for grading. Pass/fail results will be mailed directly to the applicants.

The majority of SBE certifications are open book and access to the Internet is allowed to give a more "real world" situation.

To apply for a specialist certification, an individual must currently hold certification on the Broadcast Engineer, Senior Broadcast Engineer, Professional Broadcast Engineer or Broadcast Networking Engineer Certification level. Exams must be completed within three hours and consist of 50 multiple-choice questions (two points each) and one essay question (20 points maximum). Examinees are provided one essay question to answer. Exams are pass/fail, and a score of 84 is a passing grade.

Next Generation of CertPreview
In 2021, the Ennes Educational Foundation Trust allocated funds to the Certification Committee to develop a new CertPreview program. The committee contracted the firm of Stevens and Stevens to create this program. Development work is underway, with an expected release date of late 2022. A primary difference is that CertPreview will be Web-based. A major advantage to this is that updates to the sample test questions can be made in real-time, as technology advances. Watch for more information this year on the rollout of the new CertPreview format.
