HEVC over ATSC 1.0

Mr. Kapela owns a low power station, K03IM-D in Eugene OR. Working with a mux vendor he co-engineered the transmission of HEVC ultra high definition encoding over ATSC 1.0 on his station. Now living in Madison he is working on an experimental application for a similar test here. This should be an interesting discussion.

Last Meeting Minutes

The SBE Chapter 24 meeting was called to order by Matt Mommaerts at 07:00pm on August 24th, 2022 via Microsoft Teams.

Approval of Minutes
Leonard Charles made a motion to approve the secretary meeting minutes from 07/28/2022, seconded by Matt Mommaerts and approved as submitted.

Treasurer's Report
Mike Norton reports there were no sustaining membership funds received so far in August, and no expenditures. The Chapter checking account balance remains [in the black].

As voted on and approved at the July meeting, the Chapter Rebate check from 2021 ($548.25) was returned to the SBE National office for donation to the Ennes Trust.

Chapter Newsletter Report
Leonard Charles reports the deadline for articles for the September eNewsletter is Thursday August 25th at 5pm. That is tomorrow which is earlier than normal due to a scheduling conflict. Please forward any article of interest to Chapter members to Lcharles@sbe.org. If you send an article expect a reply of acknowledgement within a day or so. If you don't get one you should follow up to make sure your article was received.

Mike Travis reports we received a renewal from Sinclair Broadcast Group (WMSN-TV). Richard Wood states he is closing Resonant Results and will no longer be a sustaining member. We now have 10 sustaining members.

Program Committee Report
Matt Mommaerts reports we are planning on having the September meeting in person at Anton Kapela's studio. The October program is the Wisconsin Broadcasters Clinic.

Certification and Education Report
Jim Hermanson reports the next exams for 2022 are November 4th - 14th. The deadline to apply is September 9th. On August 25th at 1pm we have "Audio Streaming for Broadcasters: Fundamental Techniques and Technologies". On September 8th at 1pm we have "Redundancy Key to Successful EAS Operation".

Frequency Coordination Report
Thomas Smith reports there was one frequency coordination request for Crossfit Games for 450/455 Mhz.

International Space Station Upgrades Amateur Radio Operations
ARISS, Amateur Radio on the International Space Station, announced that simultaneous operations of the ARISS voice repeater and digital APRS (Automatic Packet Reporting System) communications on the Space Station are now a reality.

Current ARISS operations include voice repeater transmissions with the JVC Kenwood TM-D710GA in the Columbus module using call sign NA1SS and APRS operation from an identical radio in the Zvezda module using the call RS0ISS. Packet operations are on 145.825 MHz. The voice repeater uses a 145.990 MHz uplink and 437.800 MHz downlink. Both radios are expected to be running full time, except during educational contacts, extra vehicular activities (EVAs), and docking maneuvers. Final checkouts and equipment activation occurred on August 11.

Rosalie White, K1STO, one of two US delegates to ARISS, said the ham radio community will be very happy with the new radio operations from the ISS. "Hams really love doing ARISS packet, cross-band repeater, and Slow-Scan Television (SSTV) operations. Besides the thousands who download ARISS SSTV images downlinked from the ISS, we discovered that in a year's time, hams did 80,000 ARISS packet messages," she said. "We are not sure how many have been enjoying the ARISS cross band repeater, but we know it is a lot. This simultaneous operation capability is going to make many hams happy -- and we know that keeping hams on the air is good for ARRL and good for amateur radio," White added.

New ARRL Radio Lab Inspires Innovation in the Ham Shack
The American Radio Relay League has unveiled its new Radio Laboratory, W1HQ. In a new YouTube video, Jherica Goodgame, KI5HTA, a summer intern at ARRL Headquarters, tours viewers through the station.

"The ARRL Radio Lab is an innovative test space designed to reshape the way we imagine and build a ham radio shack," said Goodgame. The station is intended to inspire members to build, organize, and equip their own stations in innovative ways. "From a decluttered workspace and a digital user interface, to being able to remote into the equipment from anywhere, W1HQ is a step towards the future of amateur radio stations," Goodgame added.

The station includes a new tower and antennas atop the main administrative building at ARRL Headquarters in Newington, Connecticut. Inside the station, three operating positions provide an interface to rack-mounted and computer-controlled transceivers, amplifiers, antenna switches, and rotators.

Goodgame explained that the Radio Lab will also support equipment testing and QST Product Review. "An extension of product reviews in the future will be to take that piece of gear that we're testing, put it on this test bench, and see how it integrates with a station that's already under full automation and control," she said.

Engineering Fellowship Grants

Realizing that all broadcast engineers must stay current in broadcast engineering knowledge, skills, practices, and technologies, which involves an investment of time and money, the WBA and the WBA Foundation offer Engineering Fellowship Grants. This program is meant to provide a stipend for broadcast engineers currently serving Wisconsin member stations to acquire continuing education in broadcast engineering.

The WBA Foundation will award up to four $500 grants or two $1,000 grants statewide to be used for continuing engineering education such as courses in information technology/networking, engineering leadership/management, electrical engineering/transmission courses, or other "new technology" training. Grants have a $1,000 maximum with funding from donations made in the name of WBA Hall of Famer Terry Baun.

A WSUP and TV5 Broadcasting alumni reunion will be held Saturday, September 17, 2022. Together Alumni and past faculty (Dr. George Smith and others) will walk down memory lane together, sharing stories, photos, and laughter about their time in Pioneer Tower. The 2022 CBNE & CBNE Study Topics Series is completed this month with its final module. If you missed any of the modules, or haven't yet taken advantage of the series, all of the Modules are ON or they will be ON DEMAND. Please take advantage of this eight-part series of webinars presented by Wayne Pecena, CPBE, 8-VSB, AMD, ATSC3, DRB, CBNE. The series provides a background and understanding of networking technology, media and IT systems found in the SBE Certified Broadcast Networking Technologist (CBNT) or the Certified Broadcast Networking Engineer (CBNE) certification exams.

SBE Chapter 24 Certification Exam Reimbursement
Each year, account balance permitting, Chapter 24 will reimburse half the application fee to any member of Chapter 24 in good standing who successfully obtains any SBE certification level not previously held by that member. Contact the SBE Chapter 24 chairperson or certification chairperson for more information.

When you are ready to take an SBE exam, note the open exam schedule, complete the appropriate application (found here... http://www.sbe.org/applications) and send it directly to the SBE National office (see address below) with the respective fee. You will be notified once your application is approved. Approximately 3 weeks before the exam time, your local certification chairman will receive a list of applicants and exams in his/her area and arrange for a proctor. He/she will then contact applicants to schedule a mutually agreeable date, time, and place for the exam(s) within the respective exam date window. This must be coordinated before the exam will be sent by SBE National. Completed exam(s) will be mailed back to SBE National for grading. Pass/fail results will be mailed directly to the applicants.

The majority of SBE certifications are open book and access to the Internet is allowed to give a more "real world" situation.

To apply for a specialist certification, an individual must currently hold certification on the Broadcast Engineer, Senior Broadcast Engineer, Professional Broadcast Engineer or Broadcast Networking Engineer Certification level. Exams must be completed within three hours and consist of 50 multiple-choice questions (two points each) and one essay question (20 points maximum). Examinees are provided one essay question to answer. Exams are pass/fail, and a score of 84 is a passing grade.

Redundancy Key to Successful EAS Operation

The United States has had an emergency alerting system since 1951 and we are happy that it has never had to be used for a "National Alert." Over the years, the system has gone through several changes, and it has become a valuable tool for state and local alerts including weather, child abductions, and local disasters while standing ready for any national alert that may be issued.

To create and maintain a successful EAS system requires cooperation with national, state and local agencies plus the broadcast and cable community.

This presentation will cover the history of EAS, FCC Rules and guidelines for the creation and maintenance of a state EAS system. The key is ensuring the system is as redundant as possible and tested on a regular basis. Information covering the Alabama satellite distribution system and the state's wide EAS monitoring system will be shared.

Larry Wilkins, CPBE, AMD, CBNT, Director of Engineering Services, Alabama Broadcasters Association

Throughout his career he has built numerous radio/television studio and transmitter facilities. Wilkins retired in 2007 as assistant director of engineering for Cumulus Media, a job he held for 10 years. He is presently working with the Alabama Broadcasters Association as director of engineering services. In this position he oversees the state EAS satellite distribution system, serves as the state ABIP inspector and in 2012 developed the ABA Engineering Academy, which offers courses for radio and television engineers.

He also worked for the Auburn Radio Network for more than 30 years handling on site engineering duties for all Auburn University Football games. Wilkins designed and supervised the installation of the Alabama Digital Satellite Network that distributed regional sports broadcast in the Southeast. The Auburn Network was owned by Colonial Broadcasting, of which Wilkins was chief engineer. In 1994, the broadcast rights were purchased from Colonial by Auburn Sports Network LLC owned by Mike Hubbard. He continued as engineer of the network until retirement in 2013.

In addition, Wilkins was the on-site engineer for Birmingham Stallions (USFL) for three years and was a freelance engineer with ABC TV covering SEC football and CBS Radio covering SEC basketball.

Wilkins has served on the SBE National Board of Directors and has served on the SBE Certification Committee for 20 years. He holds the Certified Professional Broadcast Engineer (CPBE), AM Directional (AMD) and Certified Broadcast Network Technology (CBNT) certifications. In 2005 he received the Robert W. Flanders SBE Engineer of the Year award. The Alabama Broadcasters Association awarded Wilkins the Broadcaster of the Year award in 2015. Radio World honored Wilkins with the Excellence in Engineering award in 2018.

Outside broadcasting, he, and his wife of 35 years Cathy, are avid rose gardeners and are members of the Montgomery Rose Society and the American Rose Society.
